He is conservatively moving the price down as there are pure buyouts under the range and nobody will pay more pure than those prices because they can buy it for those prices, so he is moving the high end to that price in the event that they are paid.
Shouldn't it be lower then? like 6.5-6.9

No, because they could be paid. Don't question it. :P
B/Os shouldn't be in the range when you are raising the price, if you are lowering it though, it is generally considered conservative to put the high end at the lowest B/O unless there is counter evidence.
Two people are selling for 7 buds which is 2/3 of the market is willing to sell lower than the high price of bp.tf
