2. paint value varied wildly and should never be use as real price. Just like craft # items, just because the site value it at 10+ keys doesn't make the item worth 10+ keys after someone place the offer of that craft #.

black/white paint used to be 2.5-2.75 keys when black/white bills were 10 keys, now its down to 2 keys. So paint has dropped therefore painted bills should also drop.

Now, your argument might be, "Well, black/white paint used to only be a key yet black/white bills were always 2 keys more". And you'd be correct. HOWEVER, then is not now, keys have become far more in demand than they were at that time. At that time keys were 2.66 ref, and people didn't care whether they had their wealth stored in keys/bills/buds. Now, because of keys increasing, people are straying away from bills as those are the least desired have the promo-currencies. And even buds are taking a hit, more people want keys then buds---one of the reasons why buds dropped.

So, it only makes sense that black/white painted items also drop in keys due to the decrease in paint. Plus, bills have always been kind of weird. Most items generally gain 50% of the paint value, while bills retained almost the full value of black/white/ts, so this could just be the market self-correcting for a flaw.
