^buying 1 ref
Come back if you got more proof.
COUNTERPROOF
L1: That is ONE guy offering 1 ref (and some people don't even follow through on their offers).
L2: He is buying 1 ref for a good name/description only. A regular unique minigun will not do.
You need proof of ones actually sold at 1 ref to justify a price increase, not an individual offer.
Selling for 0.55 ref

Selling for 0.66 ref:

Unsold for 1 ref

Therefore, it's a Downvote
More proofs? :/
That second link is UP TO 1 ref... I'm almost sure if you offered a unique minigun, she/he wouldn't buy at a ref.
and kind of counter proof? i dunno:
http://www.tf2outpost.com/trade/10728326 .66
I'm going to downvote, only 1 offer of a ref doesn't warrant a range increase IMO
Need more proof for me to upvote.

All up for .66
One 1 ref offer and "up to 1 ref" offer not enough when 4 are up for .66
