From what I heard, scrap.tf is not supposed to be used for proof in suggestions.

Plus, I don't see scrap.tf with Decal Tools very often, if at all.

Sheesh I don't want to resort to rude names, but do you not know how trading works? This guy was willing to pay 1 refined for a decal tool. Why would anybody sell a decal tool for 0.66 ref when people are willing to pay more than that?
