can you explain how "selling =/= sold" applies to a trade without a set buyout? he has two offers of 4 ref, meaning he can sell at that price anytime he wants.

Prices can easily be faked by alt accounts

Ex. I log in with a separate account and offer 2 keys for the uncraft fragment but the offer is never accepted

It's an easy way to fake buyers and can't be completely proven without actually contacting the buyer. We would need to see proof in this case of a buyer purchasing the item at this price.

accepting the offer can also be faked. If this is an actual concern, then there is no real proof available for any suggestion.

At the moment a Key is worth 5.11 and two items were sold for the one key. Therefor, 5.11/2 = 2.55 + 1 craft weapon each or slightly less that the original price.

Seems like the collectors bought most of them and there are hardly any on the market which drives the price up. 2 offers of 4 ref and one of them bought one somewhere else for ~4 ref. Better than the old price of course, accepting.
