I'm still speculative, could you provide more evidence of people buying for 1 Key? I mean you're looking at 2-2.33 Ref jump, so more proof would be nice.
There isn't any proof available. Nothing on Bazaar except one trade as a set with a 3 ref offer, all sellers on outpost are selling as sets, all buyers on outpost are unsuccessful at everywhere from 2 scrap to 3 ref. There is a huge lack of supply in the haunted market, so the non-quickbuyers are willing to go higher.
EDIT: Just checked Dispenser.tf and tf2wh, none on either of those as well.
