I bought mine for 10 keys today after having a trade on outpost for a few hours.

11 keys is in the range. (Most of your proof).

We need proof that is doesn't sell for 12 keys at all, or proof of it selling for under 11 keys to change the range.

There are 3 people selling for 11 keys in the classified section of this site. It is the going price. you can get one for cheaper if you look.

The proof you have to support 11 keys is quite good, but if you want to remove 12 keys from the range you need more evidence that 12 keys is no longer feasible.
