Conclusion:

With all those sellers for 4.33 and even not solds, the price is really out-to-date. Even the 4.66 are old and not getting offers accepts for that one sold for 1 key. Also, people can still buy for 4 ref, not that many, but they can. The buyers are almost all Lowballers or Quickbuyers, but people is having trouble to sell this item when you notice that they are asking even less than the range from backpack.tf

I hope the proof is enough, and if you want, I will provide more. By now, I'm waiting for your feedback on this!
