I think you need a little more proof, the classfields have yet to see hats for 1.66 and this link haven't sold, although it confirms it is possible to get this at 1.66

Just an opinion, but owners of this hat are doing a horrible job of controlling its value. EVERYONE selling it will kill its value, and it should be worth quite a bit because its only available through robocrates. As robocrates get rare, these hats will get rare. But for the time being...

There are plenty more similar trades, and one can argue that an item offered is not an item sold, but if the trend is as such, then a buyer will have no choice but to either not buy at all, or buy at something more 2 ref. So from what I've seen, the range is a bit low to say the least.
