Just finished selling this hat for the second time, so here's a new price suggestion. There is only 2 of these on outpost and I sold mine for roughly 1.8 buds (1 bud 17 keys and 1 key in sweets) My B/O was a Max Head. I originally acquired this hat as a part of a trade for my Haunted Ghosts Milkman.

The other one is in paypal currency 65 dollars. That's about 1.6-1.7 going by current bud/paypal prices? He doesn't seem to be having much trouble getting someone to pay the price he set. That's why I set the minimum at 1.6.
In general, I've had a lot of experience with this particular hat. This is my second time owning this hat, and it tends to be very popular, both on Outpost, and also on trade servers. I've gotten 2+ unusual offers on this hat before, so it's definitely a hat that is desired. Both of the times I've owned it, it's been a complete pleasure to sell/trade because it attracts a lot of offers. It's an easy sell.
you sold for ~1.75 and a current b/o is 1.6-1.65
Why is high end 1.9???
First of all, I'd say the other person's is more of a price rather than B/O.
The pure offer was made only a day after the listing was put up, I'd say the 1.75~8 mark was pretty easy to achieve. I know this isn't sufficient grounds to make a statement, but the hat would've sold for higher if I kept it longer (needed pure for a steaming KE).
To add to that, the buyer was willing to pay more given that I trade quickly, which I rejected. His offer was a Bud + 20 + sweets. Hard to prove since I cannot get a screenshot anymore in the steam chat window. I could possibly ask him to confirm that he made the offer.
garyoak claims it was 1 bud + 19 keys + 1 key in sweets, not the 1 + 17 + 1 you said in the notes, or the bud + 20 + sweets you said in the above comment

Ended up selling for 1 + 17 + sweets, but was offered 1 + 20 + sweets given that I do the trade then and there. Steam chat hasn't kept that, so I cannot provide a screenshot of that to confirm.
