IDK. I'm not sure its 4 ref flat yet, but I don't see any proof of it going for more than 4 ref. It looks like everyone is either selling for 4 ref or selling for a key so there's barely any sellers to use as proof for a possible range.

Wasn't sure about the flat price either, but you're pretty much telling my exact problem. there is no range for this. some at 4 and they sell, some at a key, and they don't sell

On every trade server i go on someone wants one so i think there is a demand

4 ref still is a high price. if there wasn't demand it would be 1.33 like some of the shitty robo hats. If you can find proof that it still sells at a key, well, be my guest. if it's true proof I'll close this.
