The point of backpack.tf is that everything deserves an accurate that's why backpack.tf doesn't accept the very first suggestion that comes along for a new item making it worth a Bill's Hat. cleverpun is stating that the suggester has demonstrated that this item is free a.k.a. has no value, so to raise it any higher than this would be an inaccuracy on backpack.tf's part.

You don't actually price this. The MONOCULUS and License to Maim have prices because they were actually sold for more than free before, but have become free now.
