Yes, I own it. Price is off nevertheless. I also own the only one presently on the market.
Proof: Only listing the notable offers. Plenty of offers within the price that have been declined. I am also rounding offers to the nearest tenth.

Offer of steaming spartan(1.2), planets grimm hatte(0.9), orb fire l'inspecteur(0.9), stormy storm bonk helm(1.1), NnB tavish crown(0.6), and planets lil buddy(0.7) Total is 5.4*0.9 for overpay=4.9
Offer of a p.fetti tc. Worth 5.2*0.9=4.7
Offer of Vintage Bill's Hat(1.9) + Strange Festive Rocket(2) + 1 Bud=4.9. Dunno if i should factor overpay for this because it isnt necessarily an unusual offer, plus its mixed.

Only notable offer is a time warp tungsten toque worth 5.5. With overpay, it becomes 5.
Oh, and just so you know, I declined all of these. The only valid sale was the one in which i bought the hat. I traded a peace sign noh mercy for it, worth 5.2. Multiply it with 0.9, it becomes 4.68. Round it, becomes 4.7. Not 4.6. Proof of me buying: http://www.tf2outpost.com/trade/11007612
proof of you buying?

Actually the original accepted price was 5.1 buds, but unusual values are stored in USD which fluctuate with the price of refined. Since your unusual is priced in buds, which is priced in keys, which is priced in refined; any change in value along these three currencies inversely effects the value of your unusual.
In this case it was the recent suggestion accepted making keys 5.22-5.44 refined from 5.11-5.33 refined. This one scrap change is worth roughly $.04 and then multiplied by 24.5 keys to get the change in bud prices makes almost a dollar difference. Since your unusual was priced at 5.1 buds and buds effectively 'gained' a dollar in value, your unusual fell $5 in value relative to the cost of buds.
Yes, the price range was different, but the way the price fell as a result of buds rising is incorrect. Hence me trying to fix it. The price of a peace sign noh mercy right now is 4.7-5.6. Median is 5.15 which the site rounds off to 5.2.
Its actually highly correct. There's a debate about it in the forums and people have been asking Brad for months to edit unusual values to stop fluctuating based on the price of refined in USD: http://forums.backpack.tf/index.php?/topic/1743-unusual-price-in-buds
The Peace Sign Noh Mercy was last updated on March 28th to be 5.5-6.5 buds placing a median at 6 buds, but since keys have risen so much since then along with the rebound of buds, the listed price of the Peace Sign Noh Mercy has dropped by almost a bud. You can find the price an unusual was originally accepted at based on hovering over a point on the item graph in item information. Here's the one for the Noh Mercy: http://backpack.tf/stats/361/5/18
Not saying it was incorrect to fall, I'm saying that its off by 0.1. I know about the falling, just saying it wasn't rounded correctly.
Last price was set to 5.1 flat, but yeah ranges are always better.^^
