The last suggestion was only based on buyers which were buying any unusuals for 11-12 keys. Needs a better range
Proof:

Offers
2 bills hats and 5 ref (approx 17 keys)
http://www.tf2outpost.com/trade/10898969
Sold for 4 mann co supply crate keys and 5 robokeys (1.2-1.5 each before) which is 10 keys to 11.5 keys. Median is approx 11 keys
Is the "must be 12 keys" rule officially over?
I seriously dont know...
but since it has been sold for approx 11 keys before, I think I will stick to that
there is no longer a 12 key minumum so you are ok with 11.
You're going to need more upper end proof though
Thank you for the information
Edit: Actually there is only 1 trade on outpost.
It doesn't matter how many are on outpost. what matters is that one offer can't set the high price. Suggestions have passed with only 1 trade as proof but the value was set near multiple offers not just 1. This is a decent jump and will require decent proof before mods accept it.
Im sorry but the last trade I found was 5 months ago. Not sure what he sold it for because there was no visible "added" or accepting offer. This is all I have
