Where is your proof of 15 keys with your third link? He bought the hat from Ch3rlt (P13nk13P13). http://www.tf2outpost.com/trade/11556294 It seems like he bought it for 16 keys, not 15. Also, buyouts mean nothing, so your first link is pointless.

With a buyout of 18 keys, and two sales at 16 and 15 keys, it's hard to say that the upper price should stay at 19 keys.

19 is the middle of the b/o of 18 and the offer of 20

Bills is no longer 8 keys flat, so the offer would be 7.75+6+4.5 = 18.25 ~ 18
And if someone's b/o is at 18, the high end shouldn't be 19.
Oh and most people expect overpay in items/unusuals.
The fact there is a offer of 20 keys make me do the 19 keys hight end (middle price of 18 and 20 is 19)

I don't see an offer of 20 keys, I see an offer of many items added together that needs to be added up and factored with a semi overpay.

Still, if someone's B/O was 18, 19 shouldn't be in the range.
Unusuals should be based mostly on pure, not unsual offers because most unusual prices on bp.tf in incorrect.

Why exactly where you banned in the first place?
Based on your proof high end should be lower. Overpay in unusuals and items is a major factor there.
Check my old suggestion if you want to see why.
