Conclusion: This was one of the non-desired hats to come in the Adult Swim update. Barely anyone can sell it for a key, and most tend to sell it for around the 3-3.66 range. I chose 3-3.66 because 4 ref seems to be more of an outlier than an actual addition to the range, and a lot of people buy/sell it at 3 ref and get offered around 3.66.
