Noone is selling their swagman for 11.5 buds, I think this needs a raise.
One sold recently for 14 pure I believe, and some of the decent CO's are:
Knifestorm Modest + Pink Bills (Somewhere around 13-15)
Moon YWN + Steam Crones ( ~15 Mixed)
Burning Fedora + 4 (~ 12-14 mixed IMO)
Clean Hearts Bonk Boy (~11-14, few clean)
Cloudy Moon Waxy Wayfinder (~14-15)
Anti-freeze Swagmans + Max
Sunbeams Charmers + orb fire ke (13-15)
I got mine for a clean P.Energy Anger, a Clean Burning Trophy Belt, a bud, and ~12 keys worth, which is about 15-16 mixed.
Another also sold for an Anti-Freeze Cold Killer + 1 bud, which is about ( ~15-16)

Other trades are quite new and don't have many noticeable offers.
Protip: When making an unusuaul suggestion on here, use this website's low ends as prices for the unusuals. I can tell you right now that fedora offer is definately not 14-15. And that bonk boy offer, definitely nowhere near that.

I think the hat needs a raise, but I'm not entirely convinced on your range. There are a whole bunch of mixed offers, but I don't know where you got 13.2, and why would the high range not be 15 buds since you have provided evidence of that? I have to downvote.
High range should be ~14 since that's what it went for in pure, unusual offers just add a tiny bit (0.2)
