As the only known sale for something with a price is at ~17 buds in Paypal, and the other owner has an offer of an Anti-Freeze Tyrantium and 4 buds, ~17 buds with unusual overpay, I don't think a range is needed yet.

Shut down by Valve due to his trading history.

I'm guessing he did too many deals with people that violated the TOS. Valve's pretty private about this stuff, I know as many details as you.
He might have also done a massive cash out, because tracking his trade history, all four of his unusual Bubble Pipes are now with another user.
It's a little awkward to judge with the account deactivation situation but upvote for now.
