At first I wanted to reconfirm this price, but upon further inspection that is not the case.
The last pc was 3 months ago, I believe, so I'll try to keep all proof under that span of time.

http://www.tf2outpost.com/trade/11802301 Actually tells us what he had payed for his private eye; at 1 bud and 2 keys. If he is not trustworthy it is safe to assume what he payed was even lower.

Long story short: Many b.os of 1 bud and 2 or so keys. None met. Many offers of unusuals around 1.1 if not lower; consistent 1 bud offers. Multi-class, yes, but overall impossible to sell anymore. Very low demand.
Did you count unusual overpay? As most offered unusuals sit around 1.1, you'd be pretty much looking at a 1 bud flat price.

I took the liberty of giving this hat some credit, just for being a multi-class. Off of experience, I'm sure this can manage 1+. Again, this isn't the best demonstration of morals, but I don't see this hat at 1 flat, nor do I see it lower. 1 bud and sweets at the midprice is logical.
