The other one that was on outpost sold for:

Knifestorm Outdoorsman - 2.7-3.4 buds

Sunbeams Berliner - 4-4.2 buds

This equates to 6.7-7 buds but considering overpay in unusuals it should be around 6-6.5.

It could just be 6.5 flat I think (counting overpay, it's exactly 6.5). Not sure though.

Depends. If its a 1 of 1 hat with 1 sale, range is fine, flat is better. If its a 1 of 2 (or more) hat, with any amount of sales, it needs a range. If it has more than one sale, regardless of weather its one of a kind, it needs a range.
