With that many sales at 3 ref, should 4 ref really be the low end?

I think so because 3 ref sold pretty quickly, and there was no open trade for that price either when I made a search. 4 ref was the lowest I could find.

I think it should be a key, because if yo actually go and look at tf2outpost, a lot of them are sold/ being sold for a key.
