That price is pretty over the top for the Outpost trade, but I do think this hat should be raised a little bit. There are fewer Green Confetti Toppers than Burining ones, and yet somehow the Green Fetti is ranked lower on the Dapper list than Green Fetti is on other lists such as the Brigade Helm and Stainless Pot. The Bazaar trade seems pretty good to me, and I will base my suggestion around this. 1 bud seems fair for this surprisingly rare Dapper Topper, and I think the price should be updated to reflect that. That is all.
The one you linked on Bazaar did sell for 1 bud. He even had 2 buyers the day he posted it on OP. http://www.tf2outpost.com/trade/11985940 Kinda sucks since I would have bought it had I known about it.
Also, I don't know where you are getting this 1.2 buds from. I'd recommend a 1 bud flat price unless you can find one that has sold or had an offer for 1.2 buds in the past month.
Well, it seems to me that if 3 people were extremely willing buy it for a bud the day it went up then the max price could almost be higher, right? :) Like people would snap up keys for 5.33 ref, so you keep upping the price a little bit until it levels out. 1.2 buds was just a guess, but it doesn't seem ridiculous in any way.
The problem is, you can't just pull a number out of thin air and say that should be the high/low end.

That's the only recent sale. I'd say 1 bud flat, there is no evidence for 1.2. It may be possible that this hat can sell for 1.2 buds, but unless it actually happens, we would just be making up prices...
