Sulph > Phos by logic of Burning > Scorching.
Phosphorous Samureye on bp.tf is 9.8 buds, I believe Sulph should be a tad higher.

(Confirmed with sazed, the 10 buds is in pure, much more expected in unusuals)
Getting decent offers and is a god tier hat, I believe the price is reasonable.
Both don't seem to be sold, and the second is a b/O with no offers.
I think i'd be better to wait for actual sales.
I'm posting in regards to tier, not to proof, as these hats are new but the hype has left. They wont be offered on for a while as the focus shifts to newest effects
You need proof of sales not b/o's unless this won't pass

Comparative pricing is not always accurate.
Every sale in the past has been with cash, or is not trackable. Tier comparison are not the way to price hats, because many factors can possibly affect any particular hat with a particular effect. I can't accept this range, because it is simply a guess at what this hat might be worth, and not what it actually has sold for.
