Other trades have offers below 17 or lack of offers. I consider those lowballs, it's 2 keys below the previous suggestion's low and there is no drop in the higher price. Also, there is a jump between 17 and 20 in offers.
The high price of 24 represents the ability to get 24 key offers on occasion. 20 pure keys have been accepted offers by the traders with offers.

Because, sold one might be in range, but you can't get a NaB Tyrant's for 19 anymore and people have offered 24 ish several times on the few trades up.
