Unusuals are considered in overpay, So 2*0.9=1.8 which is the actually price of the hat.
Orbiting Fire Bubble Pipe 1.8-2 , count low range = 1.8
Also 3 on market, you cant base a price on only 1 sale
Also check the other trades and see if someone got higher offers
Oop.Forgot to mention he gave me some sweets.
The other trades are either asking for too much, or are newly added.
The old ones though did go for about 2-2.5 buds. (I don't have proof of this because the trades are already done, and I stupidly forgot to bookmark them.)

um i think you need to make 10% unusual overpay discount (take 10% of its price), but still pretty accurate.
price of bubble pipe is 1.8-2.2
When pricing unusuals you need to remember to count overpay.
