My reason for why:

It's outrageous to basically buy for 1 Key + 3 Ref or higher because more sellers sell it at 1.2 - 1 key. 1 Key is basically just as reasonable as a summer appetizer key, seeing the price on the Mann Co Store. 1.2 is also reasonable because you can find way more sellers selling at that price or between 1.2 - 1 key.
