No, this was originally priced in buds (I think 1.2-1.4 buds?), so once the price dropped below a bud when buds rose to ~25 keys for a while, backpack.tf system automatically converted it to keys and then it doesn't convert back when buds started dropping again, so the price dropped more when keys continued to rise.
Anyways, keys are as valuable as they've ever been right now and still rising. It has to do with the buds to keys conversion leading to the currency discrepancy.
