Yes, but they're on the lower end, which is why I think 20-30 is a bit high. Just because they said they would accept no less doesn't mean they won't. People on outpost often say that to scare away lowballers.

your link 1 got an offer of 26 keys. this offer was rejected by the trade owner, you can't base prices on offers unless you are raising the price.
