You can use the lower end or the average*.9.
Well the mid *0.9 would be 11,4. Which is a change close to 1 bud, can't you really resuggest it ?
You typically don't go lower than the low end.
Usually the low end is plenty low enough. Many times it's a commonly rejected value.
