This hat really needs a bump and badly. I no longer own this hat. Something was wrong with the web api when I posted this suggestion.
3 on the market, seems to have a lot of interest and offers.

Offers include a bubbles modest (2.3-2.5), Blizz Stahlhelm (1.8-2.2), Flies Sergeant's + 20 keys (about 2 buds), Stormy Tyro (2.1-2.4) and ghosts mirror + blizz geisha (~2.2-2.7). All of which are either rejected or not responded to.

Did you take into account over pay?
That's true. However the value of the offers fell into that range, and by golly this hat is NOT worth 1.2-1.5 buds.
from the looks of it definitely needs a bump however you still need to account for overpay in unusuals as not every item will receive the same offers xD
Overpay shouldn't necessarily matter much in cases like this. Value of the offers should make up the value of a hat. An unusual with offers of 4.8-5.3 buds in unusuals shouldn't be valued as 4 pure for example.
If someone has a b/o of 2.5, then why put 2.5 in the high end?
Because its the lowest you can insta-get it for? What do you want 2.3 as high end? 2.7? Usually works this way newfag...

Way better than current price, and not far off. And round numbers.
