Offer of 19 keys and looks like it will sell for that, it is however level 99

Looks like this one sold for 17 keys, no longer the owner & had 2 adds at the listed price. Also had an offer of 14 keys + a key in metal

Outlier - sold for 1 bud (person who offered 1 bud is in the item history)
if a guy sold for 17 and another guy offerd 19
Why 14 is in range? maybe 17-19
The 19 keys one is lvl 99, I know collectors levels don't really affect unusuals that much, but they guy was advertising it as a lvl 99 so that may be why the price is a little higher. The others regularly get offers of 14 - 15 keys.
So if everyone offer 1 scrap its mean the unusual worth 1 scrap? nope
you got no proof of 14 keys, at least resuggest for 17-18
Because right now your range is wrong :I
14 is in the current range because someone sold it for 14 keys.. 6 MONTHS AGO
Ok lets say one person sold it for 19 keys. All the others regularly get offers of 14/15 keys but none have sold. Most people aren't willing to pay any higher. One sold for a bud, should that be in the range then?
Offers =/= low range
In your logic
I can lower the price of burning team captain to
1 bud - 100 because 1 guy sold for 100 buds
and many people offer 1 bud.... Nope

Setting the low end.
• ✓ DO set it to a commonly offered amount. If 3 buds was offered multiple times, rejected, and the hat sold for not much more, then perhaps 3 buds is a good low end to set it at. But be careful not to set it to a "lowball". Also make sure the range is not too wide or too narrow. A 0.5-1.5 bud range is a good range for most unusuals.
17-19 would be way better..but whatever
I'm with Doc on this one. I think 17-19 would be better. To me, a difference of 3 keys on a low tier hat such as this is more than "not much less than the sale price". What I'm saying is It seems to me that 14 would be a lowball. But I suppose let the chips fall where they may, I'm not going to go on a rant about it.
