    Didn't the update make the weapon worse? I understands the stranger rise and the eminent dead ringer drop, but this rising? ah well good proof, upvoted.

      well, this item is now solely responsible for the speed boost (which is now 15% instead of 10%). Basically, people get a sweet perk and they don't need a special loadout to get it. They can use their normal hats/miscs with it.
