Many C/Os are nearing 4 buds. The hat is also retired, and not many being sold.
Where's your proof? You need reliable evidence in order to affect the price of an item.

B/O is 4 pure, C/O is about 3.5 buds. Some non-pure for 4 buds and some robo-effect hats with unknown prices have been offered but not accepted.

The conclusion?
Sellers want 4 buds. Buyers don't want to pay that in pure. They offer some unusuals with unsure prices or offer lower.
So, it should stay, lower maybe.
