Expanded the range to decrease speculation and math errors.

I think it is time for an update for this mid tier hat + god tier effect

Most B/O's are at 3 on outpost so I am trying to bring the low value up a bit with some personal evidence as well as offers rejected by other owners of the hat.

I at first offered a lvl 100 buds + planets big elfin deal (white) + 11 keys which was turned down. This is around 2 buds + 8 keys or 2.4 buds. I changed the offer to the lvl 100 buds + the same planets elfin but instead of 11 keys I added a stormy storm bombing run which is about 20 keys or so. If you ignore the fact that the buds are lvl 100 this is about 2.7 buds which is in the range, however my 2.4 bud offer was rejected, (http://www.tf2outpost.com/trade/12691330)

This is a much better range with my payment of 2.7 buds at the high end and the best concrete rejection at 2.5 mixed as the low value.
