Despite being a low tier hat, I believe that the robo-effect sort of makes up for it in terms of rarity. Currently 5 in the world, and since robocrates are now a very rare drop, it is unlikely that there will be any more. In addition, a Brain Bucket with a similar effect (Kill-a-Watt, just this effect with a change of color) went for a similar price.

I'm pretty sure Terror and Killa Watt aren't even robo-effects!
