The one at 9 on the classifieds is selling for ~9.5 on outpost and another 9.5 seller on outpost is selling for 10 on the classifieds.

Yeah I dunno, this item was always hard to sell.

I think in the case of a higher priced item like this it will be common for it to take at least a day or two to sell. I have also managed to sell these for at least 10 keys both times I tried to:

well there are sellers at about 9.5 keys that are up for a week and yet have not sold, so i think a drop is needed. i do acknowledge 10 keys happens sometimes, even though your links are 3 weeks old (tad outdated)
