As you can see, the rocket launcher is actually getting more valuable, its just sometimes hard to find a clean one because almost every rocket launcher on outpost either have strange parts attached or being put up as a set. It is still possible to sell @ 1.33 - 1.44, but people are actually willing to pay more for it, so the launcher does need a little bump.

I think that a 1.66 flat range would be better. or 1.66-2

Its really easy selling them for 1.55

Buying them for 1.33 though is hard, so i suggest you show more evidence that you can buy launchers at 1.33, you may use my trade for some form of evidence if you want to.

I've been planning this suggestion for a long time but I've always been too lazy to do so. And the last time I checked, I could only find 1 sale for 1.66. :(
