Was offered 14 keys + ref, very fast. Declined.
Also offered 14 keys + crate 40 (18 keys worth), declined.
Offered 17 pure and 18 pure.
Offered Bubbling Brigade (18-24 keys, avg of 21 keys, account for overpay, is 19 keys)
All offers seem to be around 18 keys, or 19 keys w/ overpay. Please leave feedback if you feel I am incorrect.
So why not 18-19?

What did you buy it for is really the only thing that matters.
No it has nothing to do with the price of the hat. He obviously got it at quicksell price and resells so it doesnt reflect items price
He bought it for 18 keys pure.
Someone resuggest this with 18-19 range?
