3 of these exist with 2 of them on the market. It could indeed use a range.
Black Hole Cowl = 8.6 x 2 = 17.2, not 18.
Big Kill = 11-12 keys (At least now they do, probably was 14 at the time of trade)
Somebody offered one a Cloudy Moon Bonk Boy (25 middle price).

An offer isn't sufficient to include 25 in the range. Unless another one sells for 25, this is better.
I'm not saying it is a reason to put 25 in the range. I'm releasing information that I know of involving the hat in question.
I will respond to each:
1) For unusuals, you take the median price. For the cowl, that would actually be more than 9, but I lowered it for the sake of fairness. You don't just take the bottom price. If anything, it would be fair to say they are worth 19 or more. I will count them as 18 with overpay.
2) Your big kill comment is irrelevant, they were 14 at time of trade
3) The trade was not completed on the Bonk Boy. Even if it was, this could indicate that the Bonk Boy price should be higher. Therefore, this comment is also irrelevant. The hat he offered was indeed sold for what I have listed in my first comment.

Three rules of using overpay which must be applied to unusuals for suggestions
1) If there is a fair sized range (15-16), use the low-end.
2) If there is a small (10-10.2) or no range, use middle * 0.9.
3) If the middle * 0.9 is higher than the low-end, use the middle * 0.9 over the low-end.
Like I said before, I never said the range should have 25 or anything like that in there. I just pointed it out. And the Bonk Boy had a recent suggestion you might want to check out if you think it should be higher. I'm pretty sure it doesn't need to be higher.

Here my estimation either fits using the low end, or 90% of mid, so I feel it is superior to your estimation.
Not trying to nitpick but since when was it accepted to use the low end if a hat has a large range? That isn't true at all it makes sense to always use the mid range.
Uncraft HOUWAR isn't 13.5...
Sorry I was using the backpack.tf price, do you have a better suggestion?
Item overpay @ 13, since it's not pure buds and the uncraft quality which gives it its extra value kind of discounts it as 'currency'.
