I owned one of these hats and sold it for exactly 86 keys.

And using the current price of buds, 86/22 ≈3.91

Above is a screenshot of me trading the dapper for 82 keys (he forgot to add 4 of them, this is he best proof I have, feel free to count). However after noticing I only got 82 keys, he happily gave me the other 4, we had just miscounted the number of keys, as you can imagine, it can be difficult to count that many keys in a trade window. (down below is him giving me the 4 other keys).

Well there is another one in the world, is this trade is the only 1 that happend in the last month?

To my knowledge, the only other one still resides in the original owners backpack. I haven't seen any attempt to sell it. So, the answer to your question is yes.
