You should have atleast 1 sold when creating new price, Than if someone offer higher that offer can add to the high end and lower b/o to the low end.
if u go over here http://www.tf2outpost.com/trade/13369350 and see the history of the owner u can see that the first owner got offer of 1 buds and after this closed the trade look at his backpack nothing more then stuff he bought for the buds! i think the first owner sold if for a fair! price of 1 buds!

Right now, the hat has sold twice, Once was for 1 bud, and the other time in a deal that Eraser pointed out was worth around 2 buds. Maybe the one bud was a quicksell, maybe the 2 bud deal was a lucky trade. it might be better to wait for another sale.
