Obviously 2 refined is definitely not impossible. Being a dealer in stranges, I find that 2 refined for ~~Scatters~~ Snipers are actually pretty easy to sell for.

The fact that he owns multiples of a weapon does not invalidate the incontrovertible proof provided. As a matter of fact, a trader that often deals with a suggested item is usually a more reliable source for a given item as he will be more adept at noticing market trends.

TL;DR: Do not question the Based Offline and his increases on Stranges.
