This isn't particularly useful as proof for an exact range since we don't know if that trade was right or not but it does show that the Scorching Samur-Eye is currently undervalued

Explanation of range

High: 21.9 (My sale, probably realistically the highest anyone would pay for it, also supported by Shadow #1's offer)

Low: 19.1 (Multiple offers of 17-18 in unusuals being rejected, a very current offer of the Executioner + Modest)

God tier unusuals move slow as molasses so sorry for having only a couple of links. I'm never selling my hat so the only reason I'm doing this is to raise my backpack value give a more accurate market valuation of the hat.
