This seems reasonable with the 28 key seller, but not sure if other solds

In other words, yes this hat used to be a big interests by the looks of it, but now people don't really pay attention if its getting sold @ 1.5 - 2 buds. The highest offer I saw was 1 bud + 7 keys, other then that, its being offered 17-25 keys!
Price is based on 'lack of offers', which doesn't validate suggested range. The range feels right so I believe it can be supported with some digging. I'd recommend looking into histories and seeing if you can find any sales here.
