So I was going after a Burning Reggae for myself in the past couple of days and I was surprised to see that all of them had a buyout of at least 19 buds on outpost.

My initial idea was to offer my clean, level 1 Sunbeams Samur-Eye (which I paid around 23 buds in unusuals for) and get around 3-4 buds in return as sweets, but the best I could get for a CLEAN one was my Beams Samur-Eye and the guy gave back, as sweets, a S.F. Sticky, a TS Bill's Hat and a Strange Sapper (around 2.2 buds).

The general purpose of this is to set up a realistic price for the hat because, as of right now, NO ONE will sell it for less than 19 buds and the same hat with Scorching Flames effect is at 14.9-15.9 buds.

The sale at 13 buds might arguably be a slight outlier. However, as comments have pointed out, other sales occur within the 15-16 range, maybe slightly higher. Your suggested low price of 17.5 buds is way too high, and the 19 high price is slightly high as well.
