I've been looking around outpost, bazaar, and Trading Post, and the only successful sellers I could find are people selling @ 1.33 - 2 Refined, and so far this is the most common range I see people selling this badge at, the rest of the sellers are either putting their badges up for offers (mostly getting lowballs like 1 Refined) or trying to sell it for a high price since it doesn't have a price yet.
