'it is unusual' Just because it has an effect doesn't make it an unusual, think of the many other hats that have this effect. It would only be unusual if it has a purple border. You also have no proof at all to back up your statement.

That's not an unusual effect. The same effect is on Aladdin's private reserve and that's basically a craft hat. Also its not tradable and its an achievement item. Anyone can get it by just downloading and using Steam Achievement Manager.

I really doubt that you should be suggesting people use SAM considering the use of external programs to gain achievements is strongly frowned upon.
