This is not a new hat/new effect.
"If the hat is an old/rare hat with one sale in many months (>3 months), then it is acceptable to set a flat price and it will be evaluated on a case-by-case basis (depending on how comparable the sale is to previous offers)"
This is rare hat, with only 1 sale in the last 3 months (other one was 4 months ago) so flat price is ok. As you can see, the sale is just a bit higher then previous offer of hearts noh mercy.

This hat looks impossible to sell. Still... When eat the meek had it posted for 12 for a short while to quicksell, he had interest immediately. And 2 rejected offers of 12-13ish meaning the value of this is probably ~13.
Only other sale (what eat the meek bought it for) was a very complicated deal involving a harvest brainiac + PE hotrod.
This is close enough...
