While I was gathering proof, I thought a bit about this.

I saw that others Halloween high tier sniper unusuals (since moon, 13 hour and secret are popular sniper effects) have a wide range also.

For example cloudy YWN has range of 2.9 buds, cloudy swatter has range of 3. Secret YWN has range of 3.2 buds, and secret belt has range for 1.8 buds. As you can wide ranges are pretty common at sniper unusuals, and not only at sniper hats. If you still think a smaller range is needed, feel free to close this suggestion, and I'll re-suggest.

Yea, some of the older effects have huge ranges. It's a new thing we're trying to do, so that the price range of a hat isn't over 20% the hat's value.

The problem is, I can't base a low end at 6.6, because the only proof I have is offer at 6.6, and I can't base a low end on 1 offer. So what I'll have to do is suggest 7.5-8.8, and then I'll be ignoring sale, and another offer at another known owner's trade.
