Only notable offer is 18 buds pure from Qponde. Backpack could easily afford 18 buds pure, though he seems to have purchased a Burning Noh Mercy which would explain no pure currently found in backpack.

Conclusion:

None have been sold recently over outpost after using premium to verify. Basing this suggestion completely offers since the price is so outdated. Not including 19 buds in range since it was a tentative offer, however, I will be including 18 buds in range because I believe the offerer had at least that amount of pure in hand at the time if not more. While the next highest offer only goes to 15.8 buds, I do not see a problem setting an easy range at 16-18 buds since in the unusual suggestion guide it states to set suggested price above previous offers if appropriate. Since there are already 2 offers able to be confirmed above 16 buds, I see no issue in leaving the low-end as a solid number rather than the minor change of 15.8 buds. Not to mention neither them are going to sell for 16 buds anyways, so it wouldn't matter regardless.
